From the City of Hiroshima: Emergency Cash Benefit to Help with Rising Living Costs
As a general measure to help with the cost of living, the City of Hiroshima will provide 30,000 yen per household for low-income households (those exempt from residents tax, etc.) that are particularly impacted by the increase in financial burden due to rising costs of electricity, gas and food, etc.

3. Eligibility and how to apply
(1) If you fall under either category ① or ②, please follow the instructions below:
Categories:
① Households in which all members are all exempt from FY 2022 residents tax as of the reference date (March 31, 2023)
② Households in which all members are all exempt from FY 2023 residents tax as of the reference date (June 1, 2023)
Residents Tax for FY 2023 is a tax paid by those who have a registered Japanese address as of January 1, 2023 and earned income the previous year. |
How to apply:
The City of Hiroshima has sent application forms to households that fall under either Category ① or ② mentioned above. Please fill in the necessary information and send them back to the Hiroshima City Office in the enclosed envelope with the following documents:
Documents you must submit:
- Application forms with necessary information
- A copy of ID, such as a driver’s license, My Number Card, Residence Card, passport, etc.
- A copy of the bank account in which the stipend is to be deposited
🖐 The City of Hiroshima has sent notifications to those who received the emergency cash benefit for fiscal year 2022 (FY 2022; 50,000 yen per household). The City of Hiroshima will deposit the stipend into the bank account where you received the stipend for FY 2022.
(2) If you fall under either category ①, ② or ③, please follow the instructions below:
Categories:
① Since you moved to Hiroshima City on or after January 2, 2022, the City of Hiroshima has not yet recognized that you are exempt from FY 2022 residents tax.
② Since you moved to Hiroshima City on or after January 2, 2023, the City of Hiroshima has not yet recognized that you are exempt from FY 2023 residents tax.
③ Households whose income has decreased sometime between January 2023 and August 2023 due to the rising cost of living (food costs, etc.) and whose income is at the same level or lower than those eligible for exemption from residents tax.
※ If you apply to Category ③, you must report your income.

Please print the application form from the City of Hiroshima website, fill in the necessary information, and send it to the following office:
